Andrew Biar is a partner in the NFRN’s Houston office. Mr. Biar has over a decade of field experience specializing in corporate grassroots and government affairs strategies, grassroots mobilization, coalition organization and administration, strategy and message development, issues management, media relations, crisis communication and general government relations support.
Some of Mr. Biar’s accomplishments include the development and management of a state-wide, grassroots coalition that helped garner overwhelming bi-partisan support from the Texas Congressional Delegation for the annual passage of Normal Trade Relations (NTR) for China since 1996, and passage of landmark legislation, in 2000, by the U.S. Senate and U.S. House of Representatives in favor of Permanent Normal Trade Relations (PNTR) for China. On the communication front Mr. Biar represented FEMA, during the hurricane Katrina relief efforts in 2005, providing crisis communication for the agency at the Houston Astrodome Complex.
Mr. Biar served as the International Affairs Manager/Lobbyist for Texas Association of Businesses (TAB). Before working at TAB, Mr. Biar served as Assistant for Public Affairs at Staats, Falkenberg & Partners, an Austin-based public relations and advertising firm, where he managed the firm’s public affairs/grassroots projects.
Additionally, Mr. Biar has been involved in political campaigns, fund raising and government. He has worked for a variety of public officials and campaigns, including the Offices of State Representatives Frank Corte and Bill Siebert, Bexar County Judge Cyndi Taylor Krier, State Senate Campaign for Ernesto Ancira, San Antonio City Councilman Lyle Larson, U.S. Senate Campaign for Congressman Jack Fields, and the Office of Texas Lieutenant Governor Bob Bullock.
Mr. Biar is a member of the Greater Houston Partnership, The RClub of Houston (PAC), MAVPAC, Federalist Society, The Executive Association of Houston, Houston Realty Breakfast Club and serves on the board of the Houston Chapter of Citizens Against Lawsuit Abuse.
Mr. Biar is a graduate of Concordia Lutheran College, Austin, Texas. He is married to Elizabeth Look Biar. The Biars have four children, Lauren Garret and Catherine Elizabeth and twins Pierce Andrew and William Henry. The Biars reside in Houston, Texas.
